| To
ensure that harmony and prosperity, the twin pillars upon
which the golden future destined for our spawnlings must
rest, are cultivated and nurtured in the hearts of the
Confederation of the Dharuba Mkondo, and the Karshan
Empire. To this end, the most vocal Kauli-za-Mtukufu Chizi-jibini,
and the High Claw Zang, have
agreed to the stipulations below: Article 1) This document shall be considered a law of both the Dharuba Mkondo and the Karshan Empire. The creation of a law in violation of the stipulations of this treaty by either party would be considered grounds for renegotiation of the treaty terms, or dissolution of the treaty. Article 2) To speed the construction of Karsh, the Dharuba Mkondo shall create a Vyaro za Karsh. The Dharuba Mkondo will pledge in all faith to devote maximum effort, personnel, and materials to the Vyaro za Karsh. The Dharuba Mkondo pledge that the Vyaro za Karsh shall be at all times a top priority and will receive all personnel, materials, and funding neccesary for the completion of it's primary mission. The purpose of this caravan shall be primarily to assist in the rapid, efficient, and timely construction of the Fortress City of Karsh (This initial phase would include construction of the outer walls, defensive towers on those walls, and building of appropriate AA defenses for the area encompassed by those walls). The Dharuba Mkondo pledge to provide during this initial phase a minimum of 2/3rds of their strength, or in no case less than 20 actual people, whichever is greater. The secondary purpose of this caravan shall be to assist in the construction of Karsh's inner walls, temple, market place, and apartment buildings. The Dharuba Mkondo pledges to provide during this secondary phase a minimum of 1/3rd of their strength or in no case less than 10 actual people, whichever is greater. Upon completion of the primary and secondary phases of construction, the Dharuba Mkondo would maintain a permanent trade caravan dedicated to transporting goods to and from Karsh. Article 3) The clearly designated persons, properties, institutions and possessions of members of the Dharuba Mkondo and the Karshan Empire shall not be violated by either party. Article 4) Members of the Dharuba Mkondo shall not be subject to any tax or tariff on non-Karshan citizens not shared by citizens of Karsh. Article 5) Members of the Dharuba Mkondo shall be allowed to travel and trade freely with Karshan Lands, except in the Inner City of Karsh, and other sensitive military instillations. The Dharuba Mkondo and her members may own designated property within approved areas, to include land and facilities within Karshan lands where approved by Karshan authorities. Article 6) Members of the Dharuba Mkondo are guaranteed the following: A writ of habeas corpus, qualified legal representation, freedom from bills of the attainder, a Dharuban representative present at the trial, freedom of expression excepting matters of blasphemy, inciting sedition, espionage against Karsh, inciting rebellion, revealing state secrets, or heresy. Dharubans are also guaranteed a fair and speedy trial, and freedom to bear personal arms. Article 7) The murder of a clearly identified Dharuban citizen shall result in death, instead of fines or flogging, except in cases proven to be accidental or self-defense. Theft from a clearly identified Dharuban citizen shall result in a reparation of four times the value of the stolen property, and on the second offense seizure of all property to be divided between the Karshan Empire, the victim, and the Dharuba Mkondo, and banishment. Article 8) The Shujaa shall be allowed to defend the Dharuban caravans, facilities, persons, and property within Karsh and her lands against any hostile threat to Dharuban persons and property using small arms. All seige machinery/beasts, AA guns, or crew-served weaponry within Karshan lands will be under the control of, and the property of the Karshan military. Caravans using crew-served weaponry, seige beasts/machinery, or AA defenses while traveling will deposit these devices at a specified defended bunker prior to entering the area of the Karshan capital. Members of the Shujaa may stay in the location of the weapons bunker, provided that all heavy weaponry is to always be kept in non-ready and non-operational status unless the Shujaa present are specifically authorized by Karshan forces to activate the weaponry. The Karshan Empire pledges to provide an escort of adequate strength to protect the caravan on its journey from the weapons bunker to the Fortress City of Karsh. Article 9) Those traveling with the caravans of the Dharuba Mkondo, and the blessing of her government, shall be guaranteed those rights set forth in this treaty for Dharubans, provided that no stated, sworn, or de facto enemies of Karsh are accorded traveling rights anywhere, and that no non-Dharubans are allowed entry into the Vyaro za Karsh or related properties without Karshan approval. Article 10) Members of the Dharuba Mkondo shall obey Karshan laws within Karshan lands. Members of the Karshan Empire shall obey Dharuban laws while with the Dharuban caravans, or within those areas subject to Dharuban law, such as the Dharuban Quarters. Karshan members shall not be prevented from peacefully worshipping Glurg. Dharuban members shall not be prevented from peacefully worshipping the Saidi, or traveling to Ramsa. Article 11) Any violation of, and/or negligence towards the carrying out of the provisions of Article 2 will result in the automatic suspension of all provisions of this treaty until such time as renegotiations can be carried out. Article 12) The Karshan Empire pledges to provide fair and reasonable compensation to the Dharuba Mkondo for all materials and labor which the Dharuba Mkondo contributes towards the primary and secondary phases of construction of the Fortress-City of Karsh. This compensation may take any of the following forms: Unarran currency, trained or captured animals, locally available raw materials in bulk, manufactured goods, indentured Native laborers, shares of ownership in local manufacturing operations, or contracted Military forces.
